Steam not recognizing built-in microphone properly

Alright, before I start. I've already googled my problem but nobody is getting what's happening to me.

I just bought a new laptop and I just finished transfering all my steam games on it from my old computer. When I play games like Dota, or CSS, the voice symbol pops up when I press the bind but I'm not completely sure if sound comes out. In gmod, I used the voice_loop command in the console and didn't get any sounds back. But after I tested my mic in the settings, the bind worked and I could hear myself. But the problem is, when I switch maps, or restart the game, the microphone setting resets.

It's probably because my desktop used an external microphone and I moved the files from the steamapp folder over onto my laptop (uses the built-in mic). I can hear other people but I can't talk.

My built-in mic works fine with the Steam voice chat, skype and teamspeak, but just doesn't want to work with steam games.

For steam voice chat, I'm not using key bind to talk. Still works as if it were skype.

My microphone settings are fine in Dota.
Not sure about CSS or gmod.

My laptop's specs:

Intel Core i7-3630QM, 2.4GHz
12GB RAM
Windows 8 64Bit
Nvidia GeForce GTX 660M 2GB
Built-in Microphone

Desktop's specs:

Intel Core 2 Quad
Windows 7 Ultimate 64Bit
2GB RAM
AMD Radeon HD 6670 1GB
Some external Dell microphone

All I'm really asking is if there is a way to get steam to stop resetting my mic setting for games.

In certain Source Engine games (Garrys Mod, TF2, CSS, CSGO), you are transmitting, but you cannot hear yourself. Ask people if they hear you.
If that doesn't work, go to Microphone Settings and check your mic.
If not, use your old mic.

It works for basically everything but gmod and css.

Mine's not that bad. Most annoying sounds that come from built-in mics come from the actual computer itself.
