Hmm. Well a game called Project Torque I used to play, but it got ruined by the developer cause they turned it extremely arcade-y. I would recommend CRC2005 which is a prequel of sorts to Project Torque. These are all made by Invictus Games. They also made 1nsane which is a pretty popular old offroading game. All of the games have dynamic vehicle damage and pretty well handling cars. I am into offroading/rally games but I am also very picky. I like to have dynamic damage otherwise it usually feels like it sucks.
Forza 3 and Test drive unlimited
and mario kart :v:
Define best? Fun or realistic? If so then rfactor from me and that's all, hate TDUs arcadey physics the only reason I like it is for open free roam world.
I have an Xbox 360 and while I love playing Forza 3, I also happen to be a fan of the Gran Turismo series. I think my favorite racing game of all time though was Need For Speed High Stakes.

Crash Team racing.
My favorite on the original Xbox was NFS: Underground 1 & 2. My favorite on Xbox 360 is Racedriver: Grid.
