Steam servers offline?

I can't access my community page nor friends, I get this error:

I keep getting booted from Steam.
I can access the home page though...
And my friends..
But 99% of my friends are offline and have been for 1 hour and 30-50 minutes.

Nearly all of them say that.

This seems to happen at least several times a week. My Dad and I know that nothing is wrong with the Internet connection here, so does anyone have a proper explanation for this dilemma and/or how to stop it from happening?
