Well, to start off I lurked this forum for about a year, just never registered.
I got a text from a friend last night, about this radar app, after downloading it, and opening, I got a text as it was opening saying that it was a css hack,so i closed it and deleted it (was only open for about 3 seconds).
Now, my computer was off the whole time, and I was wondering if I could still get VAC'd for it. And please, don't give me answers like "You're fucked, bye" I want real answers, thanks in advance, and sorry if this is wrong section.

Did you ever put it in the CS:S directory?

It was an app on the android phone, I believe it's called
"organner"

No, I don't believe so. VAC only bans for having modified .dll files, and since you never had it actually on your computer, I think you are fine.

Nothing will happen as long as you don't install it. Unless of course it's a virus or something, then something will happen that may not necessarily be related to Steam.

they are a pretty legit hacking site so I doubt you would even get vac'd

VAC would only detect it if you joined a secured server with the hack on. I don't know how you came to the conclusion that VAC constantly scans your computer and all your mobile devices for hacks.
Can anyone tell me - if one modifies the .dll file but never runs the hacked game, will one still be vac banned? Still not too sure how this works.
You will only get VAC banned if your hacks are detected in a VAC secure server.

VAC isn't Warden, it's not an intrusive piece of shit which scans through the user's files without permission.
so if VAC only bans for modified .dll's, then how does it still get people. I would have thought the hacks would have been made to not modify the .dll's once they figured that out.
Not unless android somehow took complete control of your computer.
