Hello there, I usually whore in the Lua sections, but now I call upon you all to help me! I learned a while back that my "UPGRADED" video card from Dell was actually not that good (TERRIBLE), and I couldn't run Just Cause 2 (Good thing I didn't buy it). Anyway, I played the Mafia 2 demo. It looks epic, it was epic, but my framerate was just very poor. Here are my specs. Oh, and everything is on Low or Off in the game.
Dell Inspiron 518 (desktop)
2.33 GHz Intel Quad Core processor
4 GB DDR2 RAM
ATI Radeon HD 3450
Now I ask you, what is there left to do? Should I just suck it up, or go for an upgraded card? I don't have too much money to spare at the moment, but if you all could find me some epic cards that would work, I would love you forever.
ALSO WHILE I AM HERE, THE DELL MORONS TOLD ME DIFFERENT ANSWERS EVERY TIME. I asked about getting more then 4 GB of RAM, 2 said you couldn't/computer can't handle it, 2 said you can...

Ignore the above post, your problem is your graphics card.
How is that my problem? I mean, the game is using around 300 MB of RAM (plenty left), and each core isn't going above 50% at all.

I don't think so. It's well above the minimum system requirements.
I can run GMod pretty well (50+ FPS) without the quality being shit (everything is Medium), and that's all I really care for. I don't have money for a new machine is the issue.

If you wanted to save a few more dollars, the 9800 GT is a pretty solid card:

The Inspiron 518 comes with a 300w PSU which is not enough for the 9800 GT sadly, not sure about the previously mention ATI card. If your budget lets you, I would recommend getting a 500w psu plus one of these cards.

I own the 650w and the 950w version, both of which have performed perfectly for quite some time now. That's just a recommendation, I'm sure you could find some cheaper ones that will do just fine.
Before you get too far, do you have any clue what PCI slots you have?

Nevermind, dumb question. The 3450 you have is PCI Express 2.0 x16 so your motherboard is compatible.

You could find a card that would run with the PSU you have right now, but it wouldn't be a very big step up. Think of it this way, if you do this upgrade you will get more future use from your computer. These are by no means the most badass cards on the planet, but they will ensure you will be able to at least play future games, and the games you play now will run even better.

That limitation might be because of the operating system they installed for you (32 bit). I believe that processor is 64 bit which would allow more memory to be installed; up to your motherboards max supported.
Saving up to build yourself a new one is a good idea, especially if you have a computer right now that can somewhat run your current games. That takes away the urgency of saving up. Good luck with your future computing!
I've got 64 bit. They keep telling me my motherboard supports 4 GB max, and then telling me the limit isn't 4 GB.

Your motherboard may only have support for 4GB, 64Bit Os allows use of 4GB+ if the Pc itself has that much/supports that much.. If that's what you are confused about.

As well as my graphics card; it crashes randomly, and in the year my computer had warranty, Dell continuously blamed me :<
