Thank you oh so much for warning me that reinstalling Steam from scratch was going to delete my SteamApps folder. Thanks to you, I've lost pretty much everything that was in there, and I have no way of reinstalling any of the games because I have no internet connection. Thanks a lot. I've never had to reinstall Steam, so I assumed it would leave the folder alone. But obviously it didn't. And I'm posting from a library.

well duh. reinstalling windows does not keep your desktop background why the hell would it keep it?
When uninstalling a program, it usually deletes the WHOLE folder in C:\Program Files\ . Sorry OP.
