It was running just fine maxed out, but now its my fps are terrible, even dropping to single digits in some spots.
Specs:
Processor : AMD Phenom (tm) II X4 805 2.50 GHz
Ram: 8 gigs.
GPU: ATI Radeon HD 5670
64 bit os if that matters.

well more news to go with it. I can run Bioshock, dead space 2, and Resident evil 5 like they normally would. All my source games chug down to twenty fps and lower. that's Just Ridiculous.

Try logging out of steam community, works for me.
I have a 6970, my Portal 2 and a few other games were having similar problems. I uninstalled Catalyst Control Centre and what do you know, every problem I was having was instantly resolved. Minecraft kept crashing with the infamous ' amdkmdap ' has stopped responding and has recovered. Turns out it was ATI's fucking drivers all along.

I think it was a bad driver, I formatted before I thought of reverting to an earlier one, and boom, we're good to go.
