What do you put where? Be more specific, if you are referring to the ports, then they vary. You can find out by starting up the Minecraft client.
Use Hamachi.

protocol: both
local ip address: find out the ip of your computer. (press windows+R, type cmd, press enter, type ipconfig, press enter. look at what you see. look for something that looks like 192.168.0.x)
let's say it's 192.168.0.104. You'd type 104 into the last box
Now, go to [url=http://www.whatismyip.net]whatismyip.net[/url] and copy that IP into minecraft.
If it works, CONGRATULATIONS, you've set up your very own minecraft server.

It might be your isp blocking ports or something
Go into your server properties file then change the port something like 25548 (it doesn't matter)
Forward the port like how you did before.
connect with your ip like this: [ip without the brackets]:25548
(or type localhost where the IP goes)
If that doesn't work make sure that windows firewall is not messing with it
Search "windows firewall" in your start menu search bar
Click "inbound rule" (on the left hand side panel)
Create a new rule on your menu bar action > new rule
Select the option "port"
Select TCP
and then in the text box that asks for the port input: 25548
Allow connections from insecure and secure IPs with the "Allow the connection" option
Then click next until you are prompted to name the rule just name it "minecraft server"
Then repeat the steps for creating an outbound rule. (on the left hand side panel)
Can you play Minecraft with other players?:geno:
First set up a static ip address. You can use this tool to do it automatically for you. It worked for me.

Then go to your router, and for the starting port put 25565 and for the end port put 25565. Make it TCP/UDP. For the IP address put the one that the Static ip tool gives you. Then open the ports in windows firewall. And you're done.
When you give out the ip, make sure you add :25565 at the end.

Yes. Anyways, about the time out thing, I believe it's because you didn't forward your ports correctly.

You only need to do that if the port is something different that 25565, because that's the default Notch set for servers. If you had a port such as 75092, then you had to add :75092, no need to do that with 25565 though.
Time out can sometimes be fixed by the clients trying and trying again :v:
Also, try posting a picture of the CMD after typing ipconfig and what you typed in the page.

True, it might be a client problem rather than a server problem, but the errors are pretty much the same.

Also, looking at the pictures, it seems that the IP it gives you is internal. That app only makes the internal IP static, so you'd still have to go to [url]www.whatsmyip.org[/url] and tell all your friends [i]that[/i] IP adress.

And if it all fails and this is just gonna be a server for your friends, you're better off using Hamachi.
Make sure another firewall is not blocking the port
And make sure you give your friends the external IP and they append the port to the end of it like so
<your.external.ip>:<portnumber>
