Does it do this for anybody else? I'm enjoying a song and I get a message from my friend on steam and my volume is significantly quieter.

Really? For me it's way too fucking loud, the damn thing hurts my ears.
Happens ALL the fucking time with Skype. But I've never noticed this with Steam.

I get it too! It also happens when I change my name on Steam friends...
something else i noticed is that when you have music on and you run a game, the music is silenced
Right click Speakers
Click Sound
Click Communications
Click Do nothing.
Apply and OK
Dance.
