Will HL1 side games (Blue Shift and Opposing Force) support HL1 mods?

I have a friend that wants to get one of these side games but just because he wants to play HL1 mods. Is this possible or does he have to get HL1 in-order to play the HL1 mods?

Also, does the side games need HL1 itself to play or is it stand alone??

The side games are standalone, but you need HL1 for HL1 mods.
