That has a editor that can mess with the game properties similar to the SC2 Map editor.
Is there a game of this kind?

far cry 2 has a very nice, easy to use map editor.

Hmm, what about the weapon editing?
(As much as biased advertising this sounds it answers the OPs question, so hush you people)
Red Orchestra 2 (which is released August 30th) is going to have a SDK on release where you will be able to make maps, make weapons, edit basically everything inside the game, basically able to do anything with it, you should be able to edit weapon properties fine but you might have to do that using a mutator.
Since it's made on the Unreal Engine the SDK will be exactly like the UDK so if you have used that before, you'll be already familiar with it.

Not possible in Farcry 2. Only Multiplayer Maps.
