That would be a big waste for Diablo 3 as it needs a proper advertisement before going to stores.
Ok, seeing this was already posted in the proper place (Diablo III megathread), I'll lay out the basics.
1. Installer has been out for a few hours now.
2. It's the full beta.
3. To install you have to agree with an NDA, which has amongst other things:

To clear things up a bit if confused about time, it was released yesterday, as the post quoted is older.
The beta itself takes 2 GBs of HDD space.
The actual beta will be beginning this week.

You don't. Wait till some shady crack pops up or until you get invited.
An offline player is unlikely, unlike StarCraft 2 which does have a single player element, Diablo 3 basically doesn't and a lot of the game information required to make the game work properly is done thru Blizzard's servers.
