Due to broadband concerns I mostly play steam in offline mode and also have looked into purchasing rock of ages by ACE team. Now, I want to know does this game operate when steam is in offline mode?

No, not at all. Dead Island doesn't, and I usually find that most games I try to play when in offline mode don't work.
