Does the console in GoldSource just flat out not work?

On two computers so far, I've tried to use the console in GoldSource, and even with sv_cheats on, I can't use any of the cheats. What gives? I've tried everything possible. Is it just broken?

Same here, I think it might well be broken in terms of cheats. Works for renaming myself though.

you do sv_cheats save and then reload the save and it works

You have to activate sv_cheats first and then save. Then reload and enter cheats in, its one of the flaws of the Gold_Source engine.
