I have set my town to a region with no NPCs or creepers.
Outside the town there is no region, creepers, npcs, etc, spawn. But you cannot build.
Any help?

Better Description:
I have recently added World Edit to my server and it all seems to work, except for the fact that I made a build zone for players to build outside of the town. I didn't set it to a region at first thinking I didn't have to, but them, a player told me he was unable to build. So I decided to a huge area, a build zone. setting its flag to build allow. This seemed to do nothing, I even made the region from top to bottom. Could anyone give some advice.
Perhaps I need to have everyone be members of that region, in which case how do I set members to all?
Is it too close to spawn? All servers have a built in spawn protection.
