Help! Backup-ed steamapps folder and reinstalled Steam

So I decided to reinstall Steam because it refused to start, so I made a backup of the steamapps folder and after I installed Steam again, I moved the steamapps folder inside the Steam folder and started Steam.
Now it tells me no games are installed and I tried everything, restarting Steam, running it as admin etc. But it still won't work.
I'm probably dumb and this doesnt work but I could use some help anyway.
You can't you have to re-install.... EVERYTHING.

The correct order is copy games > uninstall Steam > reinstall Steam > launch Steam > tell it to install of the games you previously had installed > close Steam completely > move SteamApps folder back > restart Steam

Install the games on Steam. The data you've copied over will take care of the rest.

you just need to try to launch the games, it will recognize your files
I've gone through a few re-installs of steam, I think I just logged in once, closed Steam, moved the folder over, and it worked.
