I recently went back and played Half-Life 2 again, and there's something I was wondering, what exactly is all that stuff he's mumbling as you go through Ravenholm? It sounds like he's quoting the Bible or something, but I'm not entirely sure...

He's a priest who thinks he's absolving evil demons, the zombies. It's kinda heavily hinted that he's loony.
And yes he does quote the bible a lot, but in snippets and his own wording.
He's extremely religious, hence the "Father" in his name

I don't think he believes they're demons to be honest, though there's no way to be sure
he might be too crazy to know what they are, but he can at least grasp that they used to be human

He believes he is salvating them from pain and suffering caused by demons. Which is not too far from the truth, aside from the demon part.
But what is he quoting, when he says things like "thy will be done, oh light of lights"? That's the big question. Is it from the bible?

Read the Combine OverWiki article, some are quotes, others are just biblical style religious ramblings
He thinks he's cleansing these people of their pain by systematically killing them. But regardless he's still my favorite sub-plot character.
I just checked the Combine OverWiki, it only says that the lines "sound Biblical". It does not say if they are actually from the Bible.
If the lines are through the Bible, I want to know. I've still got the old Bible that my Mom gave me and I'd like to leaf through it get some context behind the lines.

They don't need to be exact quotes, anyone who has read the bible a few times (and I'm sure someone who claims they're a priest has read it) can make biblical style phrases, and the bible is a very large book.
Why don't you use an online bible and search the quotes?

I was about to suggest that, and if an online version isn't available download a modern English or King James version off of Project Gutenberg and search within Microsoft word or notepad.

Basically when a headcrab infests someone, it doesn't kill them instantly, they are there on a somewhat concious level.
Grigori has gone mad from his efforts to survive and being the only one left. So he still watches over the now-infested community, he gives them salvation/sends them into the light/whatever by killing them.

I'm guessing the headcrab is the only thing keeping its host alive right after its control. I can understand the normal and the poison zombie, since most of its body is intact (internally), but I don't understand how it works for the fastzombie. The person was skinned to the bone leaving little to not enough muscle, exposing almost the whole skeleton leaving no organs to be seen, how can it even make sounds?

That's a beta sound file. He used to be able to die but they removed that quickly enough.
He isn't shown dying, nor is it implied. Under The Bar said that they wanted the player to make up their own mind as to whether Grigori survived or died.
Sadly, they also said that they wouldn't be re-using him as a character. But I hope that he makes a come back, it'd be amazing. (Also considering that it's entirely possible that he could have escaped the citadel blast, if he did indeed survive)
Such a lovable character, considering his minor role.

He can die, but his health regenerates exceptionally quickly, like Alyx.

Basically a standard Headcrab feeds on flesh in general. Upon attaching to a host it develops a 'maw' which allows it to process flesh from animals, humans, etc by placing it straight into it's stomach.
Fast Headcrabs however do not do this. Instead relying on disabling and changing hosts before one can assume to use up the nutrients of the body (Much like how not eating burns fat and then later muscle for us).
Poison Zombies lack a maw, instead they appear to act as a carrier in order to spread Poison Headcrabs further, their neurotoxin able to disable a victim before attaching.
Of course this is mostly speculative, as is much of HL2 lore.
