i have everything set up... its just when i start the server i get this error in the server software that says this

the part that says "No Steam Master Servers found. Server will LAN visible only." how do i fix this... I'm not running off of a router... im running straight to my modem. I've tried typing "sv_dedicated 2" and it still says this... I've also tried copying "Steam.dll" to my admin folder where my dedicated server is located and it still doesnt work... anyone have any ideas on how to fix this problem
