Contact Support, it seems pretty obvious that something is up here.

You could contact support, or just play 5 co-op bot games if that hasn't been patched out.

It'd probably be quicker than the amount of time it'd take to get a response from support.

I've contacted the steam support, they said that they can't remove dota's low priority/CS:GO ban.
