Hey all, some time ago i've created a server it worked fine, now i have created a new one and i cannot bypass this error while trying to run server ( srcds.exe ) and i have no idea where the problem is, the dll's are in place.
I've tried to take vstdlib_s.dll from steam folder and rename it to vstdlib.dll and replace also tried to replace vstdlib.dll from steam folder, it fixes the problem, but there comes another dll missing called "dedicated.dll", it's pretty uncommon issue.
Server files are Fresh and Clean. Also i cleaned up my PC a bit, reinstalled all redistributables.

Update: Problem Solved.
Fix: Deleted vstdlib.dll, tier0.dll from my Windows System32/SysWOW64 folders.
