What should I buy, fallout 3 and unreal tournament 3 or just buy counter strike source, to start modding(modelling, maybe animation, mapping,maybe some scripting,etc).

Fallout 3 or New Vegas would be a good start as those are pretty open in terms of modding. Although I suggest Skyrim even more since that has a bit more attention and documentation than other Bethbryo games; So you'll find more help and tutorials with Skyrim than with Fallout 3.

I'm not really familiar with CSS or UT3 but tbh you can't really say what game is 'easier to mod' as it's different for everyone. Just try one game and become familiar with it and its systems.
You could also try free alternatives. Modding Team Fortress 2 is nearly identical to the methods used in Counter Strike Source, with the one difference being that Team Fortress 2 is free.

Also you don't specifically need a game if you want to get into stuff like modeling and animating as those disciplines apply to almost any game (whereas mapping and scripting is more specific to the game and it's engine).
It sounds to me like you need to figure out what you want to do before you just decide you want to start "modeling/scripting/mapping/animating" for a game that you haven't even decided yet
