The player takes on the role of an admiral (提督 teitoku) and organises their fleets in battle in order to win. Unless you're living in Japan, you technically shouldn't be able to play this game. However, I've never seen anyone get banned for being a filthy gaijin, only for botting and macros and the like.
That being said, don't be stupid and draw unnecessary attention to yourself. And don't cheat.

for being a pretty simple collecting game I must say it has this strangely addictive quality for me, not that that's a bad thing

I hope there's an english version of the vita game whenever it comes out, even if it's just the text, that'd be super nice

It is a lot, in a way, like Touhou. In the sense that it has a high amount of popularity due to the characters being anime girls. And they both have really dedicated communities that make really great content.
