Weapons | Not Responding On Interact

So basically I will order below every step I did before this happened.

NOTE: This is caused on my computers 2nd user account, this does not happen on the 1st user account.

1. I switched user accounts.
2. Started to play garrys mod
3. Hopped on my server
4. Shot some guns

Now thats out of the way keep in mind I still used the same launch commands. I basically shoot a gun
or swep no matter what it is if i left/right click I freeze/not respond for a short 3-5 seconds. Which is
very unusual, I have deleted all of the sound manifest, that there is i could delete without breaking the
game itself. I have checked audio, and as well as removed addons I thought were the culprit. Needless
to say it still freezes on interaction, including default DarkRP weapons. I have verified that all weapons
or sweps that have a interaction part to it (EX: CS:GO Knife Swep) and seen if animations worked. Sure
did no freezing what so ever, at a constant rate. Cars as well do not freeze and I've tested just about
everything/anything else I think would cause high amounts of fps dropping and none freeze me. Also
I check console after the freeze as nothing is shown to me besides before the instance.
