You can rate late but I'm posting this here because a lot of people don't know about this and neither did I.
This funny wet floor sign texture file can be found exploring the "portal content.gcf" archive with the GCFScape tool in the "portal/materials/models/props_facemovie/wet_floor_sign" directory. This is an obvious reference to the 2007 film 300. No wet floor sign model exist.

I'm guessing it was just from an unused model, probably unused because the reference is too obvious and the humour isn't like Portal's at all.
