IDK it seems appropriate to me - the man did this with the intent of making her think she was flashed, the actions he did were still things that were supposed to intimidate the woman (staring at her as she crossed the street and after). Maybe if he did a little more to make it seem like a joke the response would be less appropriate, but according to the article he was making it seem as if he was flashing her. It's like, if I threatened someone with a toy gun that looked similar to a real gun, I think they'd still be shaken by the event regardless of whether or not they found out later it was not a toy gun, and I think that wouldn't be unreasonable. Similarly, it's still a crime if you try to sell fake drugs to someone, and people on this forum didn't seem to have a huge issue when police shot a kid for pointing a fake gun at them. Sexual assault really isn't a joke, and it shouldn't be treated as such.
