The barber is probably not gonna let go that easily if it turns out to be done on purpose.
Attacks on the hair usually count as assault in most places if I remember correctly.

Apparently, "mayhem" is a Class C felony in Wisconsin. The barber could be looking at serious time for something ridiculously petty.

Could be he's just sloppy and it [I]was[/I] an accident though : For instance, if he has a shear distance setting on the clipper (and this [I]was[/I] done by a clipper, clearly) that was preset to something too low (0.5 mm instead of, say, 5.0 mm) because it was used previously for something, like tripping the hair on the neck fringes, this dumdum could've just blindly done a quick stroke before realizing and going "Oh fuck".
I mean, it's happened to me a few times (and was why I suddenly decided to 'give the whole clean shaven look a go' :v:)
