Keep in mind this doesn't mean it has chance of happening once in a thousand years. Houston has had many 500 year floods. It's a way of saying the statistical likelihood of it happening each year. A 10 year food has a 10% chance of happening each year, a 100 year flood has a 1% chance of happening in a year, an 500 year flood has a .2% change of happening each year, etc, etc.

The article addresses that and links to something about how what is currently a 500-year flooding event could become commonplace in the not-too-distant future. Disaster event definitions are going to have to change.
Sort of related, here's a representation of just how big Houston is. Keep in mind this is just the Houston city limits, not the rest of the metropolitan area that is generally referred to as "Houston." Much of which has flooded:

The highway loop that surrounds the greater Houston area will be around 170 miles once completed. It's a big city. A big area that has flooded.

It has made contact with them seriously tough, to say the least, over the past week or so and we're getting close to payload launch. On that note several suppliers of space-grade hardware that we need to source parts from are now literally underwater and some of these were long-lead items, so there's a worry that we'll have a hard time being ready for launch on time.
I've got family in Texas too, and despite being relatively far inland they even experienced new heights in flooding that caused a bit of a scare for them. One of them said that "maybe this climate change thing has some merit, after all", so I guess there might be some hope from all of this?

That's a picture of if all the rainfall Texas recieved fell soley into Toronto. The actual flooding Toronto would see from a Harvey-like event would be less. these are only starting to be talked about but harvey might turn out to be an enviromental nightmare thanks to deregulation on the federal level, no regulation on the state level and no zoning laws on the local side which has lead to chemical plants and silo farms being built in residential areas, all of which have been severely danaged and are leaking thousands of tons of who knows what since they don' t have to have detailed plans, and the contaient systems that might have prevented this were not required.
these areas of texas might become toxic brownfields after the flood waters receed, thanks in large part to the immense concentration of chemical plants and storage around there and the very lax attitude towards safety and emergency response

I'm sure some of the acts passed to deregulate industrial safety were Democrat-led or bipartisan, so Dems are to share in the blame, but fuck me if this doesn't sound like a Republican wet dream: Deregulation on the federal level (read: this problem is probably nationwide to varying degrees), no regional/local regulations, nothing to stop the entrepreneurial spirit from storing vast amounts of dangerous chemicals near densely-inhabited areas. Praise God and collect those profits. Don't worry, private industry can be trusted to police itself! Hands-off policies build a stronger economy and everyone benefits!
