Putting out a cash bounty for a physical piece of someone, even something as insignificant as a hair, will most likely been seen as a legitimate threat by the law.
And no, "it was a prank bro" is not a defense.
Like putting a bomb threat on facebook isn't suddenly ok if you take it down when the police are knocking your door in.
