Was there any actual reason for them to do this? Like, the Liberty City map I could see being an issue if they had a Liberty City paid DLC in the works. It seriously just that free user made content lowers sales of in game money, right?

Obviously when you can do this in the millions and bypass the need to pay 99 bucks for 8 million in-game cash, this becomes a problem because you no longer need to give them money. TL;DR; It was never a problem until they started charging for fake money. Now that they stand to lose cash on this and future titles, modding is incorrigible.

So how does this essentially kills GTA V modding? OpenIV is going to continue being out there, people will continue using it. All this means is that the devs are going to stop updating it and maybe removing it from where it's officially hosted. Unless i'm missing something? Can they not release the source code as well?

While OpenIV is in the right under fair use, a jury that isn't familiar with tech, much less special witnesses T2 could afford, they're backed into a corner. Point is whether or not it was actually used, they could allege that it was were this taken to court, because the people developing hacks are not the OpenIV team and that would require cooperation with the creators of those hacks.

Like their biggest problem is GTA Online reads your client side files. If you modify those it will effect you in Online.
