Well, they WERE on a break.
I've never watched Friends but I had a mate end up in what sounds like a similar situation.
His girlfriend took a break from him so she could bang some dude and then got super mad because on their break he kissed some chick at a party.
I've never actually seen discussion before about the break. I've always assumed Rachel was in the wrong but Ross was kind of a dick about it.
