NY Post has a tendency to report on things they can't verify or that turn out to be false.

These are ideas that do not work in "upper" society because of basic human nature and smart people who take basic humans for a ride. But to answer your question Russia does this because everyone else is doing it. Its just that everyone likes to point out how big and bad Russia is despite its shitty economy, aged military equipment and constantly breaking infrastructure costing a shit ton to repair making them effectively crippled since their fall.

Cyber-warfare and intelligence gathering via this medium is just a part of espionage now. Major countries have been conducting espionage ever since the first world war, the UK and the US in particular have had a long history of it.

Russia's idea of status quo is the Soviet Union, and just like North Korea they fear for their existence and will use all means to ensure their position in the global "race". They cannot compete with military might so they constantly seek other, subversive means of weakening the west. EDIT: In all likelyhood western nations probably spend a lot of effort on similar tactics.

I'm not taking any sides here and I generally think Russia is a very fucked up state but they're not giving us any proof, or even claiming there is any.
There is this theory Going around that Russia will attack Europe When/ If The US goes to war with North Korea and that's why Russia is propping them up.
This is actually really clever, as you can get troop movement and positions from what soldiers leave their cell phones with GPS. Russia already ran into this problem in a way when their soldiers were taking pictures in illegal territory a few years back.

S-2 (the battalion/brigade intelligence and security staff section, for you non-military types) is super fucking anal about us not plugging civilian devices like thumb drives or cell phones cords into government computers. And with good reason.
Every country hacks each-other, it's not really news. In fact .. countries are supposed to spy on each other. I would say that China, India and US are just as bad in that matter.

They confirmed that a few were comprised and had to get wiped or something. It would make sense you wouldn't even need satellite to find troop locations just hack Pvt sniffy who wanted to talk to his family on a Wi-Fi spot and probably brings it on every field op with power banks so he can jerk off or play games while on downtime.
