I'd say its less about enforcement for the US and more about almost everyone knowing its dumb to shoot weapons in that manner. Everyone that owns guns that I know of doesn't do things like that because its retarded, not because its illegal.

I dunno I feel like this is less of a "police can't enforce it" and more of a "stunted social norms that still haven't progressed beyond natural human self preservation".

The use of firearms in wedding celebrations is very common in some middle-eastern and African countries, unfortunately.
I live in Jordan, where it was very common until recently. Whenever I go to a wedding, I am usually a bit tense and afraid that someone would fire a weapon.
Fortunately, my close relatives don't practice this tradition, so I have never been in a wedding myself where firearms were used; however, my cousin was almost injured once because someone fired a weapon at his friend's wedding.
The Jordanian authorities are trying to stop this tradition and the tradition has fortunately died down in recent years, but it still persists in some rural areas in Jordan.

Yeah, if I were an official in a country were that practice were the norm, I'd be pushing the use of blanks and blank-fire adapters (since blanks can still be lethal at point-blank range), or at least mandating they shoot into some sort of approved backstop like an earth berm at a target range. Guns aren't something you fuck around with, but at the same time, traditions like this are hard to shake. I'd rather just make sure everyone's safe doing it rather than try to stamp it out entirely.
I mean hell, blanks don't even have to be that expensive since you don't need to make the whole thing out of brass.
