Makes sense. Honestly I think this will drive the parents to make sure the kid respects other people's properties. It sucks, but it's also why you make sure your kid understands boundaries.

Obviously I've been a child, however if I had even [b]dared[/b] do something like this I would have been punished. My parents raised me to respect other people's shit, and if I broke something I would have had to pay for it. I'm also certain that the fine isn't just for the State, it's for damages done to the neighbor, which he filed for.

I can't imagine something like this going to court unless the parents are absolute idiots. Normally, a situation like this would be resolved by the parents paying for any actual damages, saying sorry, and reprimanding the kid. I have to imagine that the guy took it to court because the parents won't do anything about their out of control kid.
