Huge guess on my part but it seems like it might have been a time bomb and the terrorist was simply just running late or the clock was malfunctioning. It's happened before and the other ways it could have gone off make it seem like it's most likely to be a time bomb. The bomb was clearly not detonated by the terrorist and while it could have been a remotely detonated bomb, I don't think that's the case because the bomb was a backpack bomb and the terrorist himself would have suffered the most damage.

The situation is resolved, and of the four injured, the only one with slightly severe injuries was the suspect. The other three were two civilians and one cop. They have him in custody and everything has been resolved.
