It's a major crossing over a main road that has up to 80 cars and 20,000 people crossing daily, it leads to the underpass beneath flinders street station. It was already known to be a majorly dangerous crossing even before this incident, and there were plans to close it off from traffic because huge numbers of people cross it and it was only a matter of time before something like this happened, especially with similar vehicular homicides happening in Europe and one happening here in Melbourne earlier this year. Unfortunately those plans didn't have a chance to come to fruition before this event happened.
My family called my Dad not to come home that way as soon as we heard, as he usually catches the train from work.
On the radio they've been saying that there's dozens of police cars and vans, as well as multiple ambulances driving back and forth with their emergency lights and sirens on.
ABC news are saying they arrested the passenger as well as the driver.

It seems likely to me, given the location, that this was intentional. After they put those huge fuck-off concrete cubes between the roads and most main pedestrian thoroughfares in the CBD, the Flinders Street/Elizabeth Street intersection probably became the single most pedestrian trafficked area in the CBD directly in the line-of-sight of cars.
It seems highly suspicious that that location in particular would become the site of a random accident of this magnitude, in this particular way.
However, one could perhaps argue that given the density of pedestrians there, any true accident occurring at that location would probably have a higher injury/death toll than a similar accident anywhere else where perhaps only one or two people would be hit (which would probably result in barely any attention on the news).

Also, given that the guy that they pulled from the car appeared to be a young-to-middle-aged man of vaguely middle eastern decent isn't exactly supporting the idea that it was an accident. If they'd pulled an 80 year old out of the car, I'd probably assume it was a medical-incident leading to an accident, but he unfortunately fits the profile of the type of person who have been carrying out these attacks of late.

There was two people in the car, a driver and a passenger. They were grabbed by about a dozen bystanders right after they ran through the crowd and crashed into a tram stop.
Right now the police are saying that the incident was intentional/planned/premeditated based on the logistics/angle-of-impact but won't say whether or not it was a terrorist attack.
Nobody was killed in the crash, but a number of people are in critical condition in hospital including a toddler who was in a pram crossing the road.
The offenders were arrested right away, bystanders were rendering assistance, providing treatment and performing CPR as soon as the incident occurred. Police and ambulances arrived in only about 2-3 minutes, all in all the incident was handled as well as conceivably possible.

The police are now saying that the second man they arrested wasn't a passenger, he was apparently recording the event on his phone and was arrested because he had a bag with 3 knives in it. They do not currently believe he is connected to the incident
The first man (who drove the vehicle) is 35 years old, of afghan descent, has a history of drug abuse and a history of mental illness, minor interaction with police due to vehicle based offences a few months ago and a prior arrest for assault in 2010 and was on the concurrent mental health plan during the time the incident took place. He was driving a family member's car, not his own.
They are saying they have no intelligence that connects the incident with terrorism. The terror threat level has not been raised, and they are also saying that they are treating it as an isolated incident with no likelihood of further events related to it.
So essentially they are saying this is due to mental health not terrorism.
There are 2 patients currently in critical condition, there are 4 four more injured people not in critical condition including the toddler who was in a pram during the collision, who is no longer in a critical condition, and the driver of the vehicle has been injured and is in hospital but not in a critical condition.
The first emergency services to arrive on the scene were the critical response team, who were there within about 15 seconds and helped apprehend the driver (they may have been confused for bystanders), the police and ambulance arrived about a minute and a half later.

Apparently, they have offices all over the CBD. They might've only been about 30 metres away when the incident occurred. They probably saw it through security cameras.
That may explain why they were confused for bystanders, they might not have had any of their gear on. Most witnesses were standing pretty far away too.
Honestly, with all the signs beforehand I'm really glad that this didn't turn out to be a terrorist incident
