Then France also has the largest Muslim population in Europe (above 10%?) and that raises the chances of an attack by radical islamists.

Banning face veils in public, banning prayer in public, banning "burqini" swimwear in Cannes, and a lot of other stuff. Muslims are basically forced into ghettos there. Not to mention the French military doing a lot of work in Muslim countries. ISIS is retaliating against one of the most anti-muslim countries in the world.

But if someone survives being shot and stops, you don't shoot them again.
