I've seen people wear clothing with swear words on them all the time. It's distasteful, but it is ridiculous that she was arrested for it (if that's true).

Basically, the sheriff doesn't even know what constitutes free speech, and he's having a knee jerk reaction because he's "offended".

I am generally never the "think of the children" type, but I don't believe vulgarities like that should be allowed on clothing/vehicles etc. It's trashy, and I feel the same way about right-wing bumper stickers of the same variety (fuck obama etc etc etc) I don't think it should be a felony or misdemeanor even but maybe a small fineable offense or something similar to a parking ticket.

I also hate to bring up the slippery slope fallacy but regulating otherwise harmless things because it offends your sensibilities kinda sets up a bad precedent. What is vulgar? Are there timeframes where said vulgarity is acceptable? Are there designated zones where such is allowed? Are there zones where said obscenity is even more prosecutable? Who is deciding what is and is not vulgar? Do we hold a vote open to all the public? Do we elect a committee or hold mail in ballots? Is a repeat offender able to be jailed if they lack the ability to pay the fine? Who is paying for the vulgarity commission? Will they account for context? Accidental usage? Who is paying for signage and education to prevent such?
