A quick google search would of found you the info on [URL="http://www.overkillsoftware.com/games/payday2-ultimate-edition/"]this[/URL] where they specifically outline that they're upset with how much it costs to get into PAYDAY 2 right now, and how they're fixing that. They're removing all the DLC being purchasable separately alongside purchasing the game individually and making it so instead you can just get an ultimate edition for a variable upgrade price that depends on how much of the DLC you already owned going up to about 20 dollars at most if you didn't own any of the DLC, that has all the DLC included. They also spent the last month slashing every DLC price down to 85% off. Only exception is the Ethan and Hila pack which the proceeds for are going towards the two's legal fees over that one youtube guy who's going after the two.

It depends on how they handle it on Steam. They could have "Payday 2 - Ultimate Edition" as a completely unique product, independent from the now debunked DLC's. Or it can be a "bundle" where it'll list everything you get in it and mark off things that you already own. I'd like to think that people who weren't around for the DLC sale aren't going to get royally fucked by this. But I could be wrong really.

$20 if you didn't have any of the dlc isn't bad. Other than dlc I essentially have the entire Payday experience for free legally because of this and the original being given away a few years ago.
