They can easily do what Snapchat does and run vine ads.

Vine was pretty cool when it was around. I remember I'd get drunk and watch "Simply Sylvio" which was something about a guy running around town in a gorilla costume and a dress shirt, I can't quite remember the details. My friends used to get pretty creative with it too. One time they made one that showed them crushing up Doritos, ice and pouring sriracha in a bucket and dumping the contents on me while I was in the shower. Good times, man.
While there were some funny Vines and some cool viners like ProZD on the site I feel like for the most part Vine was a containment center for all the terrible unfunny/untalented people there like Jake Paul and such. When Vine does come back think some/most of them will flood back to the site?

Vine 2 will probably fail. The only way I could have seen Vine surviving was if Twitter had, from the start, better integrated Vine with twitter. Otherwise it was just kind of niche floating on its own, had no way of making money, and was being encroached upon hard by competitors like instagram, snapchat aaaaand, twitter.
