If the punishment for getting caught without a permit is just to make a person pay for the permit, why ever get a permit? Obviously he should've gotten the permit before, but he didn't. There should be a deterrent and a small fine works great for that.

You hand them a citation and tell them to go downtown and either dispute it or pay it. That's procedure. You don't hand them a citation and then take all the cash in their wallet. That's a mugging.

Cops can take your car and whatever cash you got if they think you are a drug dealer for an example. Even without any real evidence. Civil forfeiture is just legalized robbery. No ifs or buts.

Might as well add that apparently Governor Jerry Brown signed a bill last year that should prevent law enforcement officers from using civil forfeiture for amounts under $40,000 in cash value without a criminal conviction.
