If Trump really went out of his way to provoke NK, and they responded by nuking some place (not that it think this is likely, but just go with it) - sure, he didn't push that button, but even if you aren't responsible for the actions of irrational people, that's still not a good excuse to not take their irrationality into consideration in your actions.
