The guy was from same country. Can he find out my IP and make me pay for it?

First off, how would he be able to find you,
Second, how do you really know if he's got viruses? He told you? You believed him?
Third, why should he be able to make you pay, you couldn't know there was viruses there, and you didn't make him click on the links.
