I would like to know if there is any program for free that allows you to convert PNG's to TGA's for mac os x (ive already tried google but couldn't find anything)
Open file on Preview -> Save As -> Choose Format
There's a solution. Buy a Windows PC. Or download Linux.

You can also get various ports of the GIMP, which has a small learning curve but is nearly as powerful(albeit harder to use to it's full potential) as photoshop.
