Help with sony vegas pro 9

I need a little help with sony vegas pro 9.

Basically what I need to do is get moving pictures inside a video.

Here's an example of what i want to do, but I don't know how to

So pretty much whats happening with the Ushankas.

Can anyone tell me how to do this or link me to a tutorial or something?

I have 11 so I don't know if it's the same in 9, but if you right click on the thing you want moving and select 'Video event Pan/Crop', it brings up a window that lets you change the position of it as the movie goes along.
