While I do not believe in ghosts, for the sake of argument lets say they are real. Then one could suggest that unlike humans most animals would not have a motive to seek existence after death.
Some people suggest ghosts may exist because some people where unsettled in their death. If this were it would explain why animals, who most of which I would assume do not have emotional capacities at the level of humans, would be less likely to be ghosts.
