I think it might be my PSU because that has the loudest fan, the chirping it self is not so loud but is it something to be worried about? The PSU is a 2 year old ThermalTake 400.
Chirping stopped.
Chirping started again.
etc
Define chirping? Maybe a baby bird is stuck in your psu?
Do a process of elimination and turn off each of the fans you have plugged in. I'll let you get creative on how to stop them but if it is your PSU, just spray it clean with some compressed air.
Usually for me, when I have a noisy fan, its usually my exhaust fan shaken loose from its mount thing and I just have to push it back in.

That is what it sounded like.
