Tom clancy's HAWX will not start

I get this error every time it try to run it

"This application has failed to start because d3d10_1.dll was not found. Re-installing the application may fix this problem"

i've tried reinstalling, My computer can run it but i dont know where to find my specs

cant find it on vista
