It is completely random, kind of like The Binding of Issac.
As for finishing it...there's your replayability! I have yet to beat it because the final boss is too fucking hard. You start over when your ship explodes so have fun doing it over and over and over again. I have even removed the rebel fleet from appearing (the thing that pushes you to go to the next level) so that I could visit all the jump points and I still can't defeat the final boss!
I'm pretty sure the Random Number God hates me horribly as I have yet to experience anything that my friends have encountered in FTL that helped them win...
