If I download the iPhone OS 3.0 from a website, will it upgrade my iPod to OS 3.0?

You have to download the firmware for your device, not the iPhone firmware.

Just making sure you're aware that there are different firmwares for each specific device/generation.

It's Apple servers. That website just links you directly to Apple's supposedly secure download server.
