• I am getting graphical artifacts

Well, the card is new. Could it be issues with power?
Try the oven trick. Likely you have a loose connection somewhere and the oven should make sure all the connections are good again. Just be sure to follow the instructions to the letter, and for the love of christ make sure you have it facing the right side up
Jiggle your cables, make sure they're properly connected, update your drivers, and if that fails replace the card.

If it's new, return it. Don't even bother doing anything else.
So i can return it after 2-3 weeks of non-violent use?
While I can't help in any way other than telling you that you should return it, I have to say that it kinda looks artistic to me. No idea why, I probably just like corrupted images and stuff.
ATI. seriously though, you can usually return it in that time period.
Assuming you didn't overclock or fuck around with settings outside driver control panel (or the gpu bios), the warranty should be valid no problem.
Another question. I bought the card im united states, but i am currently in poland. Do i have to send it all the way over the ocean or can i return it here?
Did you screenshot that picture? I didn't think graphic artifacts would show up behind a screen shot program...
Have your temps ever exceeded like 90 degrees?

Have you tried turning your computer off and on?
Raise an RMA with the manufacturer, go on the website of whatever brand it is (XFX, MSI, Giagbyte etc. etc. etc.) and go onto the support section, your card should have like, a 2 year manufacturer warranty, it could take a while for them to get back to you and then to replace it. I have to do this semi regularly at work and the manufacturers are usually pretty good with honoring warranties.
